It's only in New Jersey because after black Friday, there are no legal nationwide poker sites in the US. Online poker is now regulated on a state-by-state basis, with only a handful of states allowing it. Each state also has to license any site that operates in it. The outlook for online poker going back to US-wide is poor for the near future, at least until 2020, maybe even longer. And I doubt given the small pool of players, that PokerStars would look to move into Nevada anytime soon.
