Poker tournaments are professionally ran.
The assignments of tables are fairly assigned by order of sign up. There is room for collusion because players can request any table at any time for cash games. Collusion is not possible during tournaments because it is completely random and no exceptions are made. They hire well trained and experienced dealers in the poker room. I cannot speak for the floor games.
