So Bad feeling

I am a long term player of freerolls. Today I got a so bad feeling due to I met a bad dealer.
I played here for more than two years and I decided not going to come here again.
One big pot, 4 players were all in and there are 2 side pots except main pot. 3 players agree 2 hands play and 1 player want 1 hand play.
After first board done, one hand player lost main pot and won second side pot. The dealer refused deal second board and insisted one hand only. I try to explain you have to deal second board because rest player agree play two hands. The bad feeling is dealer muck all cards and ended game.
What rules are here? I have so bad feeling!!!
