Taking jackpot rake w/no (essentially) promo

I'd love for the big blind to be successful, but they need to incorporate some changes to do so.
Atmosphere: 5/5 (beautiful room)

Staff: 2/5. Floor seem excellent and half of dealers are excellent. But half of dealers are unacceptable.

Food: 2/5
The clubs hourly system basically forces you to eat or drink there ($3 of $13 hourly fee goes to food.) The food they offer is tasty but is largely all heavy and fried and not great for playing poker (burgers, wings, etc). Eating a 1/2 lb burger every 4 hra of play is going to literally kill off the player base. Why the roo pubs full menu isn't available (or at least offer a salad) is beyond me.

Value: 2/5
This is the biggest issue. The club charges a daily fee + $13/hr + rakes each pot $4. The $4 rake is supposed to be paid back to players in full via promos, and while i realize they're a new club figuring things out, the only promo offered when i went by recently was essentially valueless. (A 5k quad JJ's bad beat). Even under ideal conditions where (10 handed, all hands see river), quad jacks only gets beat approx 1 in 351,000 hands (source wizardofodds). That makes the promotion worth less than 1.5 cents/hand and you're paying $4/hand for it. That's not acceptable EVER. If you don't have an active promotion you need to not be collecting jackpot rake. If you really want to move forward with a bad beat jackpot just take $1/hand and have the jackpot grow that amount each day.
