I played 4-8 (I think the highest limit game they spread) on a Saturday afternoon during a busy weekend. No waiting at all. Tables have a crazy, busy, striped pattern that makes it hard to read the cards and see the action. They also have a lame blind structure -- in my 4-8 game, the blinds were 1-2. More on this below.
I think the Palms have a fairly low rake (5%), so this attracts locals and tight rocks. At my table there were about 5 tight locals that knew each other by name. There was no collusion that I could see. However, with the 1-2 blind structure that means there's only $6 in the pot. If you raise, you put in $6 which means you're putting in $6 to win a $3 pot. With rocks in the game, it makes for a very boring game because nobody's going to call you with such horrible pot odds.
Another example, let's say there are 3 callers preflop. Now there's $6 in the pot, and on the flop you're putting in $4 to win a $6 pot. This makes any type or normally reasonable draw completely unprofitable.
You add these up plus rocks in the game, and it made for a boring afternoon. I lost $12 in 1.5 hours of boring play. So if you want a game of 50% rocks and no action, this is the place to come! Maybe it gets better at night, I don't know.
Dealers seemed fine. No mistakes and they were reasonably friendly.
Didn't order any.
A little rude, but otherwise I didn't deal with them.
Didn't ask.
